James Lockhart, PE 

Vice President of Government Operations

James (Jim) Lockhart is the Vice President of Government Operations overseeing BGI’s Corporate Quality Management program. Mr. Lockhart ensures all services and deliverables meet the highest of quality standards and meet the expectations and requirements of our customers and stakeholders. 

Mr. Lockhart is a licensed Professional Engineer with over 37 years of engineering and project management experience, including more than 10 years of program management experience. He has managed interdisciplinary teams on environmental consulting and remediation projects as well as programs including natural resources studies, cultural resource or heritage surveys, groundwater investigations, conceptual site modeling, soil investigations, human health and ecological assessments, and UXO/MEC surface clearance along with other actions working closely with regulatory agencies. His work has also involved environmental investigations including geological, geophysical, and geothermal investigations as well as environmental chemistry data investigation, management, and interpretation.  

During his time working in the environmental field, Mr. Lockhart has managed characterization, remediation, decontamination, and demolition across sites throughout the U.S Department of Energy complex including Los Alamos National Laboratory, Idaho National Laboratory, Hanford Site, Oak Ridge National Laboratory, the Nevada Test Site, and Rocky Flats Environmental Test Site as well as the Naval Reactors Nuclear Propulsion program. He has been responsible for the design, fabrication, testing, and implementation of equipment, including hot cells, glove boxes, pressure vessels, and transportation casks. Mr. Lockhart has also managed characterization and remediation projects for the U.S. Army Corps of Engineers at Cannon, Holloman, and Kirtland Air Force Bases and the Fort Wingate Depot Activity in New Mexico.
